Added commands!!

-added command list, to start to use commands, use "/", commnad list is there:

• /set_weather_and_disaster(name in string or number in int) #set the disasters/weathers on the game
• /sync_weather_and_disaster() #random generate disasters/weathers and sync clients with server
  
  Only those two commands work correctly, the others do not work
